QUEZON CITY, GEARING UP AS PILOT AREA OF LOCALIZED SEAL OF GOOD HOUSEKEEPING

In response to the national government’s call for good local governance, the Quezon City administration is pushing for a participatory governance focusing on deepening democratic engagement through the participation of citizens in the processes of governance with the City government.

In a bid to be responsive to this kind of engagement and further the efforts toward public accountability and transparency, the current leadership of Quezon City will be implementing the Seal of Good Housekeeping in all 142 barangays of the City. This is in support with Memorandum Circular No. 2012-78 of the Department Of Interior And Local Government (DILG).

This bold move is targeted to inspire barangay governments and aggressively scale up interventions aimed at elevating the practice of good governance not only at the city level, but more importantly, at the barangay level.

The QC Barangay Seal of Good Housekeeping is a localized version of the DILG Seal of Good Housekeeping for LGUs which was implemented in Cities, Municipalities and Provinces in 2011 all over the country. This is a collaborative project of the DILG and the Quezon City government which primarily aims to give primacy to the principle of effective performance, accountability, transparency and citizens’ participation. All barangays in Quezon City will be covered as it will be the pilot area of this program.

Specifically, the objectives of the localized Seal of Good Housekeeping are:
• Promote good governance in terms of accountability, transparency and effectiveness
• Recognize high performing barangays
• Motivate barangays to aspire for excellence
• Enhance people’s participation in barangay governance
• Gain the interest of other NGA’s, financial institutions, private sector and other stakeholders in the implementation development program and project of barangays.

There will be two levels of award which are: (1) Gawad Huwarang Barangay Award in which at least one (1) awardee Barangay per District will be given and (2) Dangal ng Lungsod Award in which (1) award shall be given per city. This year, 2014 is It’s initial implementation.
