QC COUNCIL ATTENDS LEGISLATIVE MANAGEMENT ORIENTATION

 

A two-day Legislative Management Orientation was participated in by members of the 20th Quezon City Council and their staff on July 7-8, 2016 in Paranaque City.

Held every three years before the newly-elected Councilors assume their fresh mandate, the orientation delved on various procedures that should be observed in carrying out their legislative duties and administrative tasks.

Mayor Herbert M. Bautista graced the event and related the thrusts and priorities of his administration, mentioning that both departments must be convened at the soonest possible time to formulate the Executive Legislative Agenda. He requested the members of the Council to consider the recommendations made by the Commission on Audit in amending the Schedule of Fair Market Values in the QC Revenue Code.

Presiding Officer and Vice Mayor Ma. Josefina G. Belmonte stressed the importance of providing legislators with tools that will aid them in the performance of their duties, especially since the Council aims to be the back-to-back national winner of the Local Legislative Award.

The functions of the City Secretary, legislative, administrative and procurement processes, accounting and auditing procedures, Council-initiated infrastructure projects, personnel and staffing pattern, and post-audit processes were among the topics discussed.

The officials from the executive department presented the processes followed by their offices and shared their observations, namely, Ms. Rosa A. Dela Cruz, Commission on Audit-QC; Ms. Marian C. Orayani, City Budget Officer; Ms. Fe B. Bass, head of the General Procurement Office; Engr. Joselito Cabungcal, head of the Engineering Department; Engr. Zaldy A. Dela Rosa, head of the Parks Development and Administration Department; Ms. Ruby G. Manañgu, Assistant City Accountant; Mr. Ronald L. Tan of the City Personnel Department with Ms. Marlene S. Aguilar, the department head and Atty. John Thomas S. Alferos III, City Secretary.

Dir. Juan Jovian E. Ingeniero of the DILG-QC Field Office discussed the Council’s oversight functions and the Local Governance Performance Management System (LGPMS), an on-line information system on local governments that also serves as a self-assessment and survey tool for LGUs, DILG and other users such as NGOs. Thereafter, Atty. Rosseller S. Dela Peña gave comments and recommendations to the internal rules of procedure (IRP) of the 20th City Council.
