Because of the tragedy that struck the province of Bohol last October 15, 2013, the 19th City Council of Quezon City headed by Vice Mayor Josefina Belmonte immediately passed Resolution No. SP-5776, S-2013 authorizing the Honorable City Mayor Herbert M. Bautista to extend financial assistance in behalf of the Quezon City Government in the amount of Two Million Pesos (Php 2,000,000.00) to the victims of the 7.2 magnitude earthquake to support the relief operations of the Department of Social Welfare and Development to be taken from the Disaster Risk Reduction Management Fund of the City or from any available funds.
Rule 18, Section 1 of the Implementing Rules and Regulations of Republic Act No. 10121 (The Philippine Disaster Risk Reduction and Management Act of 2010) provides that upon the recommendation of the LDRRMC and approval of the Sangunian concerned, the LDRRMC may transfer the said fund to support the disaster risk reduction work of other LDRRMC’s which are declared under the state of calamity.
Almost a week on from the 7.2-magnitude earthquake, thousands of people from Bohol fear returning to their homes because of the continuing aftershocks. As of this writing, over 30,000 homes are reported to have been damaged by the quake and more than 100,000 people are staying in temporary evacuation centers. The extent of humanitarian needs is expected to increase as responders reach some of the hardest hit and more remote towns that have been difficult to reach because of damage to roads and bridges. It was declared under state of calamity on Tuesday afternoon in the wake of a destructive earthquake by its Provincial Board.
The Quezon City Government had recently extended financial assistance to help our brothers and sisters in Zamboanga City who were victims of armed conflict between the Republic of the Philippines and the Moro National Liberation Front (MNLF) pursuant to Quezon City Council Resolution No. 19CC-156. |
