The First Quezon City Barangay Seal of Good Housekeeping Awarding Ceremony


First of its kind, the Quezon City in close coordination with the Department of the Interior and Local Government has adopted the Seal of Good Housekeeping on the Barangay level. With the passage of Ordinance No. SP-2273, S-2014, the City recognized the importance of commending the Barangay efforts of attaining the minimum government standards.

Celebrating its success after its passage, Quezon City held for the first time, the Quezon City Barangay Seal of Good Housekeeping Awarding Ceremonies on September 21, 2015 at the Crowne Plaza Hotel. The Ceremony was graced by Honorable Mayor Herbert M. Bautista, Honorable Vice Mayor Ma. Josefina G. Belmonte and Director Juan Jovian Ingeniero, concurrent DILG-Quezon City Director together with the 142 Barangay Captains of Quezon City.

In her speech, Vice Mayor Joy Belmonte congratulated and expressed her gratitude to all the 142 Barangays who believed and gave their efforts for this program’s success. Barangays as the basic political unit, serves as the primary planning and implementing unit of government policies, plans, programs, projects and activities in the community. So it follows that if all the barangays are well-governed, the City is well-governed as well. 

In the same night, the Office of the Vice Mayor also launched a book entitled “Exemplary Practices at the Grassroots Level: The Fruits of Good Housekeeping in Quezon City Barangays. A book that aims to give honor to all the City’s barangays, highlighting all their efforts to be a “Matino at Mahusay na Barangay”.

The highest award, Dangal ng Lungsod was conferred on four Barangays: Barangay Loyola Heights, Barangay Bagumbayan, Barangay Holy Spirit and Barangay Sangangdaan.

For the Huwarang Pamamahala Award, it was conferred on Five Barangays: Barangay UP Campus, Barangay Nova Proper, Barangay Horsehoe, Barangay Talayan and Barangay Damar.

A total of 131 citations were also recognized for noteworthy Barangay Based Institutions, Barangays with Best Practices, Good Financial Housekeeping and Legislative Services.

Vice Mayor Joy, said that “We had a lot of learnings from this experience, which is a reward in itself.” Even though not all of the Barangays were able to receive any awards, VM Joy encouraged them to aspire in achieving greatness, “rather than complain, let us give pro-active feedback so that each year, our program will become fairer, more responsive and more effective. Until it becomes perfect.”
