For the first time, the 19th Quezon City Council emerged as the National Winner of the 2015 Local Legislative Award for the category of Highly Urbanized Cities/Independent Component Cities, conferred by Philippine Councilors League (PCL), in partnership with the Department of Local and Interior Government (DILG).
On March 8, 2015, the award was received by DILG-NCR Regional Director Maria Lourdes L. Agustin in a ceremony held during the 2016 End Term Assembly of the PCL at the Iloilo Convention Center, Iloilo City.
DILG Secretary and Chairman of the National Award Committee, Mel Senen Sarmiento, commended the winners for their efforts in nation-building.
QC Council initially raked in, for two consecutive terms, the regional award for Most Outstanding Sangguniang Panlungsod for NCR, besting 14 other sanggunians from different LGUs in the region. As the regional winner, the QC Council was nominated to the national level award.
Launched in 2006 by DILG and PCL, the Local Legislative Award is a prestigious term-based award that recognizes the exemplary performance of sanggunians, particularly of cities and municipalities, for legislating measures that help build the foundation of meaningful local administration and development.
The award has three categories: provincial, regional and national levels. It is granted every term of local elective officials, i.e., every three years. The award criteria include (1) effectiveness of the legislative agenda (2) availability of legislative documents (3) efficiency of performance of the sanggunian and (4) quality of office set-up and staff complement (5) legislative citations and awards and (6) capacity development for legislators and staff.
The award recognizes the significant accomplishments in local legislation that ultimately contributed to the attainment of desirable socio-economic and environmental management outcomes.
