BACKGROUND

Konsehal Joe Visaya or Manong Joe to those who know him personally was born to Roman Catholic parents who were both farmers in the town of Bacarra, Province of Ilocos Norte.

Manong Joe finished his secondary education in Bacarra National High School, Ilocos Norte. Due to poverty, he enlisted in the Philippine Air Force (PAF) after graduating from high school instead of pursuing a college education.

Manong Joe was initially stationed in Zamboanga after his six-month air force training. He was eventually reassigned in an air force unit Manila and was tasked to buy food and groceries for his unit of about 150 personnel.

While buying food and other grocery supplies, Manong Joe met Asuncion “Cion” Punsalan Mayuyu of San Simon, Pampanga in a grocery that Ate Cion was tending in Novaliches, Quezon City.

After a prolonged courtship, Manong Joe and Ate Cion married in 1977. Their union was blessed with seven children.

To make ends meet for their growing family, Manong Joe and Ate Cion used their savings of 2,000 pesos and 3,ooo pesos borrowed money to buy two pigs and sold the pigs at a stall inside the Susano Wet Market in Novaliches Bayan. Ate Cion tends to the stall while Manong Joe delivers pork to and from the meat stall.

As a testament to the Visaya couple’s humble beginnings, Ate Cion is one of the original fifteen (15) market vendors who founded the Novaliches Vendors’ Credit Cooperative Incorporated to address the lack of available capital and credit for vendors to continue doing their trade.

The Novaliches Vendors’ Çredit Cooperative Incorporated co-founded by Ate Cion was later renamed Novaliches Development Cooperative (NOVADECI) and grew to be the one of the largest cooperatives in the Philippines today.

Milestone Legislation
  • SP-5938, S-2014 A resolution authorizing the City Mayor, Honorable Herbert M. Bautista, to enter into a Memorandum of Agreement (MOA) for and in behalf of the City Government with the Bangko Sentral Ng Pilipinas (BSP) and other concerned stakeholders for the establishment of the Quezon City Credit Surety Fund, appropriating the necessary funds thereof, and for other purposes.
  • SP-2352, S-2014 An ordinance requiring all barangays of this City to designate at least two (2) Barangay Public Safety Officer (BPSO) as Traffic enforcers which shall undergo Basic Traffic Management seminars to be conducted by the Department of Public Order and Safety of Quezon City and shall be authorized to issue Ordinance Violation Receipts (OVR).
