Milestone Legislation

As Chairperson of the Committee on Environment, Parks and Ecology, the following measures, among others, were sponsored by the undersigned and approved by the City Council, to wit

  • SP-2127, S-2012 AN ORDINANCE PROHIBITING THE USE OF PLASTIC AND STYROFOAM IN QUEZON CITY HALL COMPLEX, NOVALICHES DISTRICT CENTER, QUEZON CITY GENERAL HOSPITAL AND NOVALICHES DISTRICT HOSPITAL FOR EFFICIENT GARBAGE DISPOSAL AND TO REDUCE RISK TO HEALTH AND WELL-BEING.

  • SP-2237, S-2013 AN ORDINANCE MANDATING ALL MARKETS (PUBLIC AND PRIVATE) REGARDLESS OF EFFLUENT DISCHARGE, SHALL BE REQUIRED TO INSTALL, MAINTAIN AND OPERATE A SEWAGE TREATMENT PLANT, AS PROVIDED UNDER ORDINANCE NO. SP-1917,S-2009 AND ITS IMPLEMENTING RULES AND REGULATIONS.

  • SP-2245, S-2013 AN ORDINANCE REGULATING THE ESTABLISHMENT AND/OR OPERATION OF PRIVATE EMISSION TESTING CENTERS (PETCs) WITHIN THE TERRITORIAL JURISDICTION OF QUEZON CITY, PROVIDING PENALTIES FOR VIOLATION THEREOF AND FOR OTHER PURPOSES.

  • SP-2350, S-2014 AN ORDINANCE PROVIDING FOR THE ENVIRONMENTAL PROTECTION AND WASTE MANAGEMENT CODE OF QUEZON CITY. (108 pages)

  • SP-2359, S-2014 AN ORDINANCE MANDATING ALL BARANGAYS IN QUEZON CITY TO INCLUDE IN THEIR RESPECTIVE ENVIRONMENTAL PROGRAMS AND PROJECTS THE PLANTING OF NATIVE TREES IN THEIR RESPECTIVE TERRITORIAL JURISDICTION TO PROMOTE ECOLOGICAL BALANCE AND TO PROVIDE WHOLESOME ENVIRONMENT AND FOR OTHER PURPOSES.

  • SP-2397, S-2015 AN ORDINANCE AMENDING ORDINANCE NO. SP-1512, S-2005, OTHERWISE KNOWN AS "AN ORDINANCE CREATING THE QUEZON CITY SOLID WASTE MANAGEMENT BOARD."

  • SP-2549, S-2016 AN ORDINANCE ESTABLISHING A MANDATORY SEISMIC RETROFITTING PROGRAM FOR QUEZON CITY OWNED AND BARANGAY-OWNED BUILDINGS, PARTICULARLY THOSE BUILT BEFORE THE 1990 EARTHQUAKE, ADOPTING ENGINEERING AND ENVIRONMENTAL/GREEN BUILDING FINDINGS OF LOCAL CONDITIONS, APPROPRIATING FUNDS THEREOF, AND FOR OTHER PURPOSES.

As Chairperson of the Committee on Anti-Illegal Drugs, the following measures, others, were sponsored by the undersigned and approved by the City Council, to wit:

  • SP-2337, S-2016 AN ORDINANCE MANDATING THE ESTABLISHMENT OF DRUG TESTING LABORATORIES IN THE QUEZON CITY GENERAL HOSPITAL, NOVALICHES DISTRICT HOSPITAL, QUEZON CITY HEALTH DEPARTMENT, AND THE QUEZON CITY DRUG TREATMENT AND REHABILITATION CENTER (TAHANAN), AND APPROPRIATING THE NECESSARY FUNDS FOR ITS OPERATION FOR THE YEAR 2017 WHICH SHALL BE INCLUDED IN THE ANNUAL BUDGET.

  • SP-2539, S-2016 AN ORDINANCE MANDATING BUSINESS ESTABLISHMENTS WITHIN THE TERITORIAL JURISDICTION OF QUEZON CITY TO ADHERE TO A "DRUG-FREE QUEZON CITY", PROVIDING PENALTIES FOR VIOLATION THEREOF AND FOR OTHER PURPOSES.

  • SP-2540, S-2016 AN ORDINANCE INSTITUTIONALIZING THE QUEZON CITY INTEGRATED DRUG-ABUSE PROFILING SYSTEM (QC-IDAPS).

  • SP-2586, S-2017 AN ORDINANCE ESTABLISHING THE EXPANDED PARAMETERS FOR THE 'DECLARATION OF A DRUG CLEARED BARANGAY, PROVIDING FUNDS THEREOF AN FOR OTHER PURPOSES.
 

 
PROJECTS AND PROGRAMS

 
Community Projects

While the functIon and responsibilities of a City Councilor is basically legislative in nature and character; yet Coun. Gian Sotto busied himself reaching out to the community, particularly in the depressed areas of his district where live the poorest of the poor and marginalized segment of our community. He initiated and undertook the following community projects which redounded to the general welfare of the people.

  1. Free Anti-Rabbies Vaccine
    Thru the help of Quezon City Veterinary office, extending to the poor.
  2. Hospital Assistance to indigent patients thru the issuance of GUARANTEE LETTERS
  3. Arrangement is made with the various Hospitals especially with the following hospitals, namely, Quirino Memorial Medical Center, East Avenue Medical Center, Heart Center, National Kidney and Transplant Institute, Philippine Children's Medical Center, where indigent patients are extended modest financial assistance in the form of a GUARANTEE LETTER issued by the Department of Health extended thru the funds of Hon. Vicente C. Sotto III, thru the Office of the undersigned, to help them tide over the high cost of medical care and medicines.
  4. A Native-tree Planting Project

  5. As a chairman of Environment Parks and Ecology a native tree planting for the greening and growing Quezon City.
  6. Seminar in Basic Gender Sensitivity Program

  7. Seminar on People Empowerment Program

  8. Seminar on Proper Oral Hygiene Program

  9. Seminar on Reproduction Health Program

  10. Seminar on Garbage Segregation Program

  11. Seminar on Eye Care Program

  12. Seminar on Dengue Awareness Program

  13. Seminar on Quality Education Program

  14. Seminar on Small Skill Industry System Program

  15. Seminar on Health and Sanitation Program

Under said program, he had further undertaken the following projects;

  • Grade School Lunch kit Distribution:
  • He launched a project of distributing free lunch kit to all grades school students.
  • Day Care center School Bag Distribution:
  • He also launched a project of distributing free school bags in YAKAP daycare centers in district III.
  • Donation of Medals and Trophies to Graduating Students
  • He has responded favorably to numerous request for donations of medals to be given to graduating pupils and students.
  • Donation of Rubber Shoes
  • For the use of Street Sweeper in Ugong Norte.
  • Donation of Uniform in Alternative Learning System (ALS)
  • students in Barangay Old Balara, students of Barangay East Kamias
  • Distribution of Uniforms of Street sweeper
  • As a chairman of Environment, Parks and Ecology, He given the uniform to 37 Barangay of District III, QC
  • Distribution of Plastic Garbage Receptacle
  • He distributed in Subdivisions/ Villages in District III
  • Distribution of Wall Fans in YAKAP Daycare Centers
  • Luzon Area 1, Samadores, Sitio Payong Area 1, Sitio Payong Area 4, Amihan, Bagumbuhay, Libis
  • Donation of Aircondition Units in YAKAP Daycare Center

  • Distribution of Pushcart
  • Sotto made arrangement for the construction of garbage disposal in way of donating pushcart in different barangay.
Livelihood Projects

Ever aware of the problem of mass poverty and unemployment, Councilor Gian Sotto saw the need to help ,he poor acquire skills which would improve their source of income. He then initiated, in coordination with the Barangay Officials, Social Services;

Anti-Dengue Project

With the outbreak of Dengue fever in Quezon City, Councilor Gian Sotto responded by undertaking in the distribution of Dengue protection Sachet to School Children of East Kamias as per preventive measure to combat the dreaded fever.

Donations/Funds Solicitation/Financial Assistance

Throughout his term, the Office of Councilor Gian Sotto had been responding to numerous request for donations, funds solicitations and financial assistance coming in many and varied forms, ranging from request for donations of medals, trophies, raffle tickets, financial assistance needed to buy medicines, burial, fares, donations to various socio-civic religious groups, and many others.

The foregoing projects have kept Councilor Gian Sotto busy during his term of Office. He feels that he had contributed in ways more than one to the promotion of good governance in the local government of Quezon City, and the delivery of basic services, particularly to the marginalized segments of our community.
